In the preparatory phase of the project, the partners identified that the health conditions of the population living in the supply area of the hospitals and the performance of the economy are very unfavorable. During the project development phase, the problem map of the institutions was prepared and after prioritization the 3 most important common needs were identified. The high incidence of malignant neoplasms contributes significantly to the permanent deterioration of health and unfavorable life expectancy of the population of Hungary and the countries of Central and Eastern Europe. There are certain "patterns" of cancer around the world, including in Europe, and this knowledge allows us to set "cancer control priorities".
The most important objective was to improve the economic performance of the population and the health conditions of the population, which the project partners wish to achieve by increasing the efficiency of secondary prevention. By improving the conditions for breast screening, they want to increase the number of women with breast cancer highlighted by screening and in the long term, to reduce the resulting deaths.
In the long term, screening contributes to reducing early deaths, avoidable deaths, increasing life expectancy, reducing inequalities and increasing the number of years in health. A positive change in health status contributes to the region's population retention, employment, income, and the overall objective of the project: to enhance the economic performance and competitiveness of the areas concerned.
The overall goal is to be achieved through the following three goals:
1. Improving the quality, efficiency and effectiveness of health care.
2. Developing human resources: sharing of know-how, implementation of joint training programs, joint prevention programs, joint support services.
3. Increasing the effectiveness of secondary prevention by increasing the rate of appearance of public health screening.
The challenge is that currently health care is not prevention-centered, the population is not health conscious, is not aware of the role of individual responsibility and self-care, and there is no legal regulation supporting prevention.
